Q: Payment Term XXX doesn't exist in IBPS; can the IBPS Helpdesk load it for me?
A: You must contact Accounts Payable to use a payment term that doesn't exist in IBPS. If they authorize it, they will contact our IT team, who will then load it into the IBPS database. Once loaded into the database, it will be available for use.


Q: GLAC/Cost Center doesn't exist in IBPS; can the IBPS Helpdesk load it for me?
A: You must contact AFSVC General Ledger to use a GLAC/Cost Center that doesn't exist in IBPS. If they authorize it, they will contact our IT team, who will then load it into the IBPS database. Once loaded into the database, it will be available for use.


Q: This PR is over my warrant authority. Can I route it to AFNAFPO to be awarded?
A: Your first line of defense is your Base SCO. You must forward your requirement to them for award; if they won't/can't make the award for you, they will need to provide you with a written reason signed by their Commander/equivalent. You will then need to provide this documentation to AFNAFPO for leadership to make a determination.


Q: My activity processed a final receiving report instead of a partial and it completed the award. Will you reopen the award for us?
A: Our IT team will not reopen an award due to user error. You will need to recreate the award with the remaining dollar amount, and you will need to inform the SSC of what you will need to do.


Q: How much insurance should I require on an Individual Service Contract?
A: Consult with your local legal office, as insurance requirements will vary due to numerous factors. This applies to any insurance requirement for any type of award.


Q: We don't currently have an RM at our installation to certify funds on PR; who should we have perform this step?
A: That is a local decision between you and your leadership. We don't dictate who to appoint as a certifier in IBPS.


Q: What type of award should be made for a Food Truck?
A: This is considered a concessionaire for service requirement, so the Concessionaire contract template should be used. All of the requirements for a service-based concessionaire contract applies.


Q: My Base SCO is making an award for a Purchase Order on behalf of NAF and wants to delete the clauses from the NAF Standard Clauses that don't apply. What do I tell them?
A: The NAF Standard Clauses need to be incorporated into all open market NAF awards as they are. The last page of the NAF Standard Clauses has the following statement, "Clauses made inapplicable by the reference or by the kind of order, contract (e.g., orders or contract for services instead of supplies) or dollar amount are self-deleting.".


Q: The call register of my BPA/BDO, contract number XXXXXXXX is locked and my activities can't place calls, but my BPA/BDO is still in Awarded status. Can you reopen the call register?
A: The call registers are designed to automatically lock once the BPA/BDO passes the expiration date, regardless of whether or not the contract is still in Awarded status. The only action that can be processed on a locked register is receiving on any calls that are still in the Issued status; no new calls can be placed. Once all calls have been fully received, the call register will go into a Closed status.


Q: I have a new IBPS user that just came from another installation. Will you transfer her account to my installation?
A: IBPS accounts are not transferrable from one installation to another. The IBPS Manager at the losing installation must deactivate and then delete that users' IBPS account. The user must complete a new DD 2875 at the new installation and request access as a new user in IBPS; the IBPS Manager for that installation will approve the new account.
